Senate Majority Leader Mitch McConnell also announced plans for hearings on a sanctions bill from Florida Republican Sen. Dan Sullivan said "I wouldn't do it, that's for damn sure". The Kremlin had said in April that the president had invited the Russian leader to the White House when they spoke by telephone in March. "They should stop invading their neighbors".

The visit will be controversial because it will bring a U.S. adversary accused of masterminding a scheme to help put Trump into power to the United States at about the same time as midterm elections that USA spy agencies say are already falling victim to Moscow's meddling.

"President Trump was very clear we're not going to force Americans to go to Russia to be interrogated by the Russians", he said.

The zigzagging laid bare the White House's search for a path out of trouble that has dogged the administration's discussions of Russian Federation from the start, but spiraled after Trump's trip to Helsinki.
