The United States has opted to stay out of the Human Rights Council before: The George W. Bush administration opted against seeking membership when the council was created in 2006.

Membership of the council, established in 2006 to replace the disgraced Human Rights Commission, has always been controversial.

Under President Barack Obama the United States was elected for a maximum of two consecutive terms on the council by the UN General Assembly.
