ROME-Italy's new populist government has denied permission to dock to an aid-group boat ferrying hundreds of migrants rescued off the coast of Libya, following through on a campaign pledge to halt mass migration to Italy and leaving the vessel stranded.

Italy argued that Malta should accept the Aquarius because Malta was the safest, closest port to the ship.

"Our only objective is the disembarkation in a port of safety of the people that we rescued yesterday in hard conditions", it said, adding that it "took good note" of the Italian Interior Ministry's statements.

It will be hard, perhaps impossible, for Mr. Salvini to prevent the ship from mooring in Italy if passengers' lives become endangered.

Although Spain offered safe harbour to the boat and the 629 migrants on board, the episode has raised questions about a country's legal obligations towards those rescued at sea.

Spain's new Socialist Prime Minister Pedro Sanchez agreed to allow the ship to dock in its eastern port of Valencia.

In a statement late Sunday after speaking with his Italian counterpart, Mr Muscat refused to let the ship dock in a Maltese port, but said Malta would conduct emergency medical evacuations if necessary.

Italy's refusal to take in the migrants is the first sign of the new government's hardened stance on immigration.

"Starting today Italy will begin to say NO to human trafficking, NO to the business of illegal immigration", Salvini wrote in a Facebook post.

Mr Salvini, who also serves as Italy's Home Secretary, also said his decision to close the country's ports to NGO boats is "the first signal" to other European Union member countries.

Malta said the German charity SOS Mediterranee had picked up the migrants in Libyan waters, which meant they fell under Italy's jurisdiction. In particular, Salvini was calling out Malta for being less than thirty miles away and consistently refusing to accept any of these boat people who are rescued at sea.

Still, both Muscat and new Italian Premier Giuseppe Conte readily thanked Spain for the offer, with Conte saying "it goes in the direction of solidarity".

Last week, Mr Salvini said Rome should increase its deportations of migrants.

On a recent visit to the southern port of Pozzallo where many migrants have been arriving, Salvini said Italy is a member of worldwide organizations such as the United Nations and North Atlantic Treaty Organisation.

As the rhetoric intensified, the Aquarius remained on standby in the Mediterranean Sea with its 629 passengers, including 123 unaccompanied minors.

MSF said Sunday that Italy had reportedly asked Malta to allow the rescued migrants to disembark there.

Since 2015, when more than a million migrants and refugees arrived on Europe's shores, governments across the continent have sought to fortify their countries' borders.

Italy's southern Adriatic coast has been included, but vessels' typical operational area will be reduced from 30 nautical miles (55.6 kilometres) from the Italian coast to 24 miles (44.5 kilometres).

Naples mayor Luigi de Magistris said on Twitter that "if a minister without a heart leaves pregnant women, children, old people, human beings to die, the port of Naples is ready to welcome them". Those incidents delayed the migrants' arrival, but they ultimately made it to Italy.
