California regulator OKs solar panels mandate for new homes

SunWork Renewable Energy Projects a nonprofit solar installation company trains volunteers to install solar panels on homes in the South Bay Area. Sun Work recently completed an installation on a Sunnyvale home in February

The new rule in California would cover all low-rise residential buildings, although houses that are frequently in the shade are exempt.

In addition, new ventilation requirements will apply to new homes and healthcare facilities.

The first-of-its-kind decision by the California Energy Commission puts the state on track to meet its ambitious renewable energy targets and reach its goal of turning energy-using homes into energy producers.

Wiener, who has made housing affordability a centerpiece of his agenda, says homeowners will also have the option of leasing their solar panels.

With regard to the solar panel mandate, "Republican legislative leaders said Californians can't afford to pay any more for housing in the state's already expensive market", Fox News reported.

Also, because of the way California calculates electric bills, increasing the number of solar panels in the state might hurt other ratepayers by causing their bills to go up. One back-of-the-envelope calculation estimates an increased cost of $65 per customer per year.

The CEO of the Solar Energy Industries Assocation described the new policy as historic and commended California for its bold leadership in moving toward mass adoption of this form of renewable energy technology which will yield significant benefits both economically and for the environment.

Backers claim the solar rules are necessary to comply with the state's stringent renewable energy mandate, which requires utilities to derive at least 50 percent of its electricity from clean sources by 2030.

California's top utility regulator warned last week of a looming energy crisis if the region doesn't start planning for a future with more people either generating their own power or getting it from suppliers besides the big utilities.
