Trump Signs Executive Order to Review US Postal Service Finances

Although the executive order doesn't mention Amazon by name, Trump has been firing shots at the tech giant on Twitter for months, alleging the company is ripping off USPS. An analysis by Citigroup found that the USPS does in fact charge less than it should to ship packages, which "could make Amazon susceptible to significant USPS price increases."But a change in prices could ultimately hurt the USPS, considering that Amazon could take its business elsewhere".

The surprise order was signed at 9 p.m. creating a panel to "conduct a thorough evaluation" of the Postal Service's finances, which the president says is on an "unsustainable path" and "must be restructured to prevent a taxpayer-funded bailout".

Trump has said that the USPS loses $1.50 for every Amazon package it delivers.

Amazon regularly uses the Postal Service to complete what's called the "last mile" of delivery, with letter carriers dropping off packages at some 150 million residences and businesses daily.

In an executive order issued just shy of 9 p.m. last night, Trump demanded the review of the post office's finances.

The task force is also charged with looking at the USPS' role in rural areas, communities and small towns - as well as the state of the USPS business model, workforce, operations, costs and pricing. The Postal Service then delivers the packages to their destinations.

The USPS actually set a record on December 18, 2017, when more than 37 million packages were delivered - the most packages delivered in a single day in its more than 200-year history.

A White House official said the presidential order was meant to come up with solutions to the problems at the Postal Service.

The Postal Service says the law requires that such negotiated contracts must cover the Postal Service's costs and that postal regulators have studied the contract and approved it.

The firm estimates that 40%-50% of Amazon's shipping costs in the US are associated with the USPS and, assuming a 15%-20% increase in shipping costs, there are $1-$1.8 billion in potential shipping costs Amazon may have to absorb in 2018. The official did not deny that the task force's recommendations could affect Amazon.

Those gains, however, are not enough to offset declines in its mail business, its "main source of revenue and contribution". During its most recent fiscal year, which ended in September, the USPS reported total annual revenue of $69.7 billion, which was less than the $71.4 billion recorded in fiscal year 2016.

A major part of the Postal Service's financial problems is a government mandate that it pay up front for retiree pension and health care expenses.
