Kelly added that he "intended to quit", Comey writes, and "said he didn't want to work for dishonorable people". The Justice Department appointed Robert Mueller as special counsel in the Russian Federation probe after it was revealed that Trump had asked Comey to drop the investigation of former national security adviser Michael Flynn.
