In a memo he signed Wednesday evening, Trump declared the defense secretary "shall request use of National Guard personnel" to secure the border and that the homeland security secretary will work with him to train and direct the troops in that mission.

Trump's order invoked a federal law called Title 32, under which governors retain command and control of Guard members from their state, with the federal government paying for the deployment. That means governors like Brown can refuse to comply.

Brown acknowledged in a second posting that '[t] here's been no outreach by the President or federal officials, ' but insisted that she has 'no intention of allowing Oregon's guard troops to be used to distract from his troubles in Washington'.

He said it is a "crisis" of "lawlessness" at the southern border. "We're going to be sending as many troops as we need", she said, according to The Associated Press.

Officials did indicate that the troops would likely play mainly a support role as they've done in the past, but because planning is only in its initial stages, could not provide a timeline for their arrival, or say whether they would be armed.

It wouldn't be unheard of for OR troops to get deployed to the southern USA border: 414 OR troops participated in Operation Jump Start in states along the southwestern US border between 2006 and 2008.

Arizona's Republican Gov. Doug Ducey said about 150 Guard members will deploy next week. Jerry Brown (D) on Thursday in hopes of getting his support. In previous deployments, Arizona troops have carried out border watch missions, supported border wall construction and helped with administrative and other support tasks.

Oregon National Guard troops are regularly deployed around the world.

Republican Greg Abbott of Texas is glad to have the opportunity to deploy National Guard troops to the border.

The Pentagon could not say where the money would come from and Trump admitted the White House was still "looking at" costs. Mexico's Senate passed a resolution Wednesday calling for the suspension of cooperation on illegal immigration and drug trafficking in retaliation.
