Thomas Plunkett says Officer Mohamed Noor was acting according to his training when he shot and killed Justine Ruszczyk (ROOS'-chehk) Damond last July. "The bullet traveled across the space in the squad auto just in front of, but not occupied, Officer Harrity's head or body".

"What we're saying with this charge is that Officer Noor did not act reasonably".

Jaylani Hussein is executive director of the Minnesota chapter of the Council on American-Islamic Relations.

"No charges can bring Justine back. He said from the driver's seat he had a better vantage point to determine a threat than officer Noor would have had from the passenger seat".

Hussein says he hopes the charges reflect a trend where all officers are held accountable for their actions. On Tuesday, Harteau posted a statement on Twitter regarding the charges against Noor.

His fate was left to prosecutors rather than to a grand jury after several high-profile police shootings in the area - and after the grand jury process was criticized as unfair because it rarely results in police officers being charged with crimes.

About two minutes after arriving at the scene, Officer Noor reported a "code 4" to colleagues, indicating he believed they safe and didn't require backup. He says he agrees with that.

Officer Mohamed Noor turned himself in on Tuesday.

Damond, who was living in Minneapolis and engaged to be married, approached the police after their arrival, authorities have said.

"Instead officer Noor intentionally and recklessly fired his handgun from the passenger seat in disregard for human life".

Noor has been charged with one count of third-degree murder and one count of second-degree manslaughter.

As news of her shooting engulfed her native Australia, Prime Minister Malcolm Turnbull pleaded for swift justice.

While Officer Harrity cooperated with BCA investigators in the wake of Damond's death, Noor refused to share his side of the story and was not compelled to by law. He shot Justine Ruszczyk (ROOS'-chehk) Damond in the stomach in July after she approached his squad auto in the alley behind her home. The county attorney's office declined to comment beyond the statement on Tuesday.
