FDA seeks research, public input in fresh move to curb nicotine addiction

Earlier today, the Food and Drug Administration (FDA) revealed a plan to regulate tobacco production by stripping cigarettes of their highly-addictive nicotine properties to nonaddictive levels. "As we move forward with these efforts, we have an opportunity to more formally solicit feedback, and we'll continue to foster a public dialogue to re-shape our country's relationship with nicotine and seek public input on policies that will guide us toward a healthier future".

Compared to nonsmokers, people who now smoked up to 10 cigarettes a day were 40 percent more likely to develop high frequency hearing loss and 10 percent more likely to develop low frequency hearing loss, the study found. It could prevent 33 million people from falling prey to the habit by the end of the century and result in more than 8 million fewer tobacco-related deaths in that period.

Matthew Myers, president of the Campaign for Tobacco-Free Kids, an antismoking group, said that Thursday's action will have "enormous significance" - provided it is followed by quick FDA action to develop and adopt a final rule.

The FDA does not have the authority to ban tobacco-based products, but since it was given some powers by Congress in 2009, it has moved gradually to impose some limits of tobacco sales and marketing.

Samir Soneji, principle investigator of the study and associate professor from the Dartmouth's Geisel School of Medicine said in a statement that, "E-cigarettes will likely cause more public health harm than public health benefit unless ways can be found to substantially decrease the number of adolescents and young adults who vape and increase the number of smokers who use e-cigarettes to successfully quit smoking". No regulatory agency in the world has seriously proposed reducing nicotine in cigarettes, he said. Those alternative nicotine-delivery products include e-cigarettes or nicotine replacement therapies.

The FDA first announced in July that it was planning to start a public dialogue about writing such a rule.

The FDA also said Thursday that it plans to soon issue two other advance notices: One on the role that flavors, including menthol, play in the use and cessation of use of tobacco products; and the other on the regulation of premium cigars.
