The announcement, which also said no further comment would be forthcoming, comes days after the Asheville Police Department, where Hickman worked at the time of the alleged assault, submitted the results of its investigation into Hickman's actions.

On Thursday, North Carolina's Buncombe County District Attorney Todd Williams announced that charges were filed against a former Asheville police officer who had repeatedly punched and tased a man accused of jaywalking.

District Attorney Williams released a statement on Twitter on Thursday, confirming Hickman, an officer with Asheville Police Department, was charged in the incident.

The city also filed a petition Monday asking for more body-camera recordings of the incident to be released on belief that doing so "is necessary to provide the public with full disclosure of the circumstances surrounding the arrest" and "to provide the public with all relevant information to understand the events that transpired". State investigators say they are working with the FBI to investigate Hickman's behavior.

In the body camera footage which was leaked to the Asheville Citizen-Times newspaper, Hickman can be seen beating and tasing 33-year-old Johnnie Rush after he was stopped for jaywalking on August 24, 2017. During the ensuing chase, Hickman can be heard yelling, "You are going to get fucked up hardcore", while pulling out his stun gun.

Hickman has been released after posting $10,000 bond and declined to a respond to a reporter while walking out of jail, the Citizen-Times reports.

In December, police returned with three new videos related to officer Hickman's use of force.

"Asheville has an issue where we place value on certain people and we devalue other people based on their race, their politics, their economic situation or their placement within Asheville", Smith said.
