Senate, House Pass Spending Bill With Health Program Funding After Brief Shutdown

The U.S. House of Representatives joined the Senate early on Friday morning in approving a bill to end an overnight federal shutdown, sparing Republicans further embarrassment and averting serious interruption of the government's business.

During the White House event targeted on criminal threats raised by few immigrants, USA president, Donald Trump stated that, "I'd love to see a shutdown if we don't get this stuff taken care of".

The bill also calls for the lifting of limits on federal spending, which would allow the repeating increases in defense and domestic budgets. The bill would also provide long overdue disaster funding for Texas, Florida and Puerto Rico months after hurricanes devastated homes, infrastructure and coastlines there.

Republican Senator Mitch McConnell announced the plan following extensive negotiations with Democratic Senator Chuck Schumer.

House Democratic Leader Nancy Pelosi was less measured, saying the White House move is "part of a unsafe and desperate pattern of cover-up on the part of the president".

Congress has managed to pass its spending Bills on time in only four of the past 40 years, said researchers.

The measure would keep the government running through March 23 and reauthorize funding for community health centers that enjoy widespread bipartisan support. The shutdown began at midnight.

The US government has officially shut down for the second time this year because Congress failed to meet a deadline to vote on a new budget.

The rebellion that simmered among Republicans and Democrats over the budget agreement boiled over when a determined Paul brought the Senate's work to a halt.

Both Democrats and conservatives in the House expressed reservations, with Democrats arguing they didn't want to support the bill without assurances the House would work on a permanent legislative solution to the Deferred Action for Childhood Arrivals (DACA) program - the Obama-era initiative that shielded from deportation foreign nationals who illegally entered the country as minors.
