The announcement of the exercises, delayed from earlier this year to accommodate North Korea's participation in the Games, came hours after Pyongyang issued an appeal to "all Koreans" at home and overseas to increase exchanges and cooperation to facilitate unification.

The announcement was issued after a joint meeting of government, political parties and organisations to discuss leader Kim Jong-un's New Year address.

The statement said Koreans should "promote contact, travel, cooperation between the North and South", but do so without the help of other countries.

The US Treasury has blacklisted nine entities, 16 people and six North Korean ships suspected of helping Pyongyang's fast-growing nuclear weapons program.

Most of the individuals listed by the Treasury's Office of Foreign Asset Control are North Korean trade representatives in China, with the exception of Pak Kwang-hun, who represents the Korea Ryonbong General Corporation in Vladivostok, Russia.

While South Korean president Moon Jae-in persuaded Washington to delay the annual Foal Eagle military drills until after the ‘Peace Olympics, ' the USA however continues to seek unilateral pressure on North Korea in addition to numerous United Nations sanctions.
