Call for 'latte levy' to cut disposable coffee cup waste

Yet if the 25p tax, advocated today by Parliament's Environmental Audit Committee headed by Wakefield MP Mary Creagh, changes behaviour, encourages recycling and reduces the amount of discarded plastic, it's a small price to pay - the United Kingdom throws away 2.5 billion disposal coffee cups every year. "If a sustainable recycling system for disposable coffee cups can not be set up by this date, they should be banned".

Whether coffee shops want to adopt a "latte levy" is a different question.

A spokesman said the money raised would be donated to a charity to run a study on how to change the public's behaviour and encourage the use of reusable cups.

The Committee also called on Government to ensure all coffee cups are recycled by 2023.

The UK uses 30,000 tons of coffee cup waste each year.

EAC chair Mary Creagh MP said: "Coffee cup producers and distributors have not taken action to rectify this and Government has sat on its hands".

The government agrees plastic waste is a problem and will seek evidence on a tax on single-use plastics.

The figure is much less than the 25p suggested by MPs as the sort of levy that would drive people to stop using the cups. The chain said its efforts to persuade customers to buy reusable cups had led to a 1.8% uptake.

However, the London trial, which will run for three months starting in February, is an important first step by the United States chain - and the proposals are a victory for the Daily Mail's Curb the Cups campaign.

Most paper recycling facilities reject cups because it is hard to separate the plastic inner lining from the paper, meaning only 1% of those thrown away each year are recycled.

If the target of 100 percent recycling of disposable cups is not achieved by 2023, then the government is called to put a ban disposable cups similar to the one now imposed on plastic bags.

Starbucks also began trialling a fully-recyclable coffee cup, invented by the entrepreneur and engineer Martin Myerscough, in some of its United Kingdom branches in June past year.

Numerous cups are printed with the three-arrow triangular "Mobius loop" symbol that eight out of ten people think means they can be put in the recycling. Cafes with in-store recycling systems should print their cups with "recyclable in store only", the MPs add.

A spokesperson for the Department for Environment, Food and Rural Affairs said the committee's recommendations would be carefully considered.

David Palmer-Jones, the boss of French company Suez's recycling arm in Britain, said that, to really move the needle on the issue, proposals like the one unveiled by MPs on Friday need to form part of "wider, joined-up reform that shifts the burden of responsibility for all forms of packaging content, recyclability and ultimately their collection, back to the producer".

The cross-industry collaboration aims included to work towards delivering a long-term, nationwide paper cup recycling solution which builds on the recycling activities achieved so far by the paper cup industry.

Mr Stemman said the industry should continue to focus on other environmental issues such as cutting water use, carbon reduction, and turning waste coffee grounds into biofuel.
