Russian Federation vetoes United States resolution on Syria chemical weapons use

UNSC will vote on draft resolutions to renew inquiry into Syrian chemical weapon attacks

"Russia has killed the Joint Investigative Mechanism ..." She accused Moscow of "killing" the resolution, which had received backing from most members of the UN Security Council, and of "undermining" the UN's ability to prevent chemical attacks in the future.

In reply to Russia's request, US Permanent Representative Nikki Haley argued that a draft submitted to the Security Council first is to be the first to vote on.

On November 2, Russian Federation and the United States submitted to the UN Security Council mutually exclusive draft resolutions on extending the JIM's mandate.

Russian Federation has sharply criticized the JIM after its latest report blamed the Syrian air force for a sarin gas attack on the opposition-held village of Khan Sheikhun that left scores dead. The April 4 incident triggered global outrage and prompted the United States to launch missile strikes on a Syrian air base.

Two days prior to that, Russian Federation vetoed a non-agreed draft resolution extending the JIM's mandate and later made public its opinion of the investigators' report, saying it was "amateurish" and its conclusions were based on "a laymen's methodology".

The Russian veto came as the United Nations was preparing to convene in Geneva on November 28 a new round of talks to end the six-year war and underscored deep divisions over Syria. Its mandate ends at midnight Thursday.

Russian Federation and the USA have failed to resolve a dispute over extending the mandate of a UN-backed investigative team that blamed Syrian President Bashar al-Assad's forces for a chemical weapons attack in April that killed more than 80 people.

As part of their work, UK Ambassador Matthew Rycroft said before the vote, the JIM investigators had looked into "the frankly ridiculous conspiracy theories that some were coming up with to explain away the use of chemical weapons in Syria by the Assad regime".

"Let there be no doubt: we have unleashed a monster here", said Delattre.

While Russia agreed to the 2015 creation of the inquiry, known as the Joint Investigative Mechanism (JIM), it has consistently questioned its findings, which also concluded that the Syrian government used chlorine as a weapon several times.
