Chief Dugan said it was in the area of the latest shooting.

The suspect is a black man, about 6 feet to 6 feet 2 inches tall with a thin build. Dugan said he has a "unique walk" and posture in both videos. They're also asking for anyone with surveillance cameras in the area to check to see if it recorded anything that could be helpful.

"We need to know who this person is", he added. In a security video taken moments after Benjamin Mitchell became the first victim on October 9, a suspect is seen running from the scene.

The reward for information leading to an arrest stood at $91,000 until Tampa restaurateur Richard Gonzmart pledged $9,000 on Thursday.

Interim Tampa Police Chief Brian Dugan said it is extremely possible that the killer — or killers — lives in the neighborhood. He was armed with a large black pistol and was last seen wearing all black clothing, according to police.

Police are scouring Tampa's Seminole Heights neighborhood, one day after a man was gunned down on Nebraska Avenue. "When I spoke to her, she said if our officer had been five seconds earlier, he would have been able to stop it", he said.

"There will be one more family today that will be notified of a family member that was killed in cold blood", Buckhorn said.

After the earlier shootings, police released surveillance videos of a hooded suspect. Benjamin Mitchell, Monica Hoffa, and Anthony Naiboa were all killed within a few blocks of one another, just days apart. Investigators consider Felton to be a fourth victim in the series of murders.

Street said she has stopped walking to the store, taking the bus or sitting outside to smoke at night.

She said she exchanged text messages with neighbors who, like her, were in their homes looking on as cops investigated the killing. "They could be perfectly innocent, but I don't think so".
