Centre slashes GST on 178 mass use items

Seeking to put a Congress stamp on the changes to the GST, former Finance Minister P Chidambaram on Friday said that representatives from party-ruled states will "force changes" to the indirect tax regime at the GST Council meeting in Guwahati.

"Congress Finance Ministers will force changes in GST Council meeting today".

The GST Council, earlier in the day, chose to slash rates on more than 175 items, reducing taxes on these from the existing 28 per cent. "Tax on goods of mass consumption like chewing gum, chocolates, shaving items, shampoo, skin creams, whose revenue implication is not much, has been reduced", he told reporters here on the sidelines of the GST Council meeting.

He also said the Council had been looking at the 28 percent tax slab and constantly rationalising items in it in lesser tax slabs. The GST Council is also expected to offer more relief to small and medium enterprises (SMEs) in terms of compliance burden. It has proposed a uniform tax rate of 12 per cent.

13 items have been moved from 18% to 12%, 6 items from 18% to 5%, 8 items from 12% to 5%, 6 items from 5% to nil, the FM said. Currently, GST is levied at 12 per cent on non-AC restaurants, while it is 18 per cent for air-conditioned ones.

The GST Meeting also decided that there will no benefit of input tax credit for restaurants.

According to media reports, the Council is likely to approve changes such as simpler procedures, a single return filing form for small firms and several changes to make composition scheme more attractive.

This is being considered as one of the biggest tax reductions since the new system kicked-in from July 1.

On the same issue of luxury items, Suresh Nandlal Rohira, Partner, Grant Thornton India LLP said: "Luxury goods such as air conditioners, washing machines, etc. shall be continued to be taxed at 28 per cent and so will goods such as paints and cement". "Why is electricity and petrol kept out of GST?" he said.
