China vetoes United Nations move on Azhar

India backed by the United States has been trying to get Masood Azhar on a UN list of groups with ties to al Qaeda blaming his group for a series of attacks in India including one on its parliament in 2002 and another last year on an airbase

'India strongly believes that double standards and selective approaches will only undermine global community's resolve to combat terrorism, ' it said in a statement. "The relevant resolutions of Security Council have clear stipulations as to the mandate of 1267 Committee and also clear stipulations when it comes to the listing of relevant organisations and individuals", Chinese Foreign Ministry Spokesperson Hua Chunying told a media briefing in Beijing.

The comment came as the China's technical hold was set to lapse on Thursday.

China's foreign ministry spokeswoman Hua Chunying said last month there were clear rules for listing a person or group as a terrorist, and that China has always believed the relevant United Nations committee should operate on the principles of objectivity.

Azhar is accused of masterminding the Pathankot terror attack, which is seen in Delhi as the incident which killed the revived dialogue process, days after Modi's surprise visit to Lahore in December 2015. Officials in Beijing told India Today they had "rejected" the application "because of a lack of consensus". Last year, China had done the same to stall India's application before the same committee.

"The Committee is yet to reach an agreement".

This is the second year in succession that it has blocked the resolution.

Previous year in March, China was the only member in the 15-nation UN organ to put a hold on India's application with all other 14 members of the council supporting New Delhi's bid to place Azhar on the 1267 sanctions list that would subject him to an assets freeze and travel ban.

Condemning China's statement, India's External Affairs Ministry, in a statement, had said, "This does not reflect well on the determination that the worldwide community needs to display to decisively defeat the menace of terrorism".

The Indian statement did not identify China, a close ally of Pakistan, as the "single country".

Earlier in June, China insisted that India provide "solid evidence" against the Jaish-e-Mohammed chief. India, backed by the United States, France and UK, has been trying to get Masood Azhar added to a UN list of groups with ties to Al Qaeda.

That was, however, not the first time that the LeT and JeM have been named as terror groups in a multilateral document endorsed by China.
