ICE Warns It Will Conduct 'At-Large Arrests' in California Neighborhoods and Worksites

Tom Homan, ICE acting director, said SB54 makes California a sanctuary state for undocumented immigrants, including those who have committed crimes, and almost eliminates all cooperation with local police and its agents.

Amid ongoing immigration reform by the Trump administration (including the phase-out of DACA and new travel restrictions for foreigners) California Governor Jerry Brown signed a bill Thursday to make the Golden State the first ever sanctuary state in the union.

Homan argued that SB 54 would hurt ICE operations by almost eliminating all cooperation and communication with law enforcement partners in the state, voiding the delegated authority of the Orange County Sheriff's Office and prohibiting local law enforcement from contracting with the federal government to house detainees.

It also limits cooperation between local police forces and federal authorities in operations to track down undocumented immigrants.

Brown said federal immigration authorities are free to use their own resources to enforce immigration law and emphasized that the bill doesn't block them from interviewing immigrants in custody.

In another sign of escalating tensions between President Donald Trump's administration and California, the nation's top immigration official said Friday his agency will have "no choice" but to arrest immigrants who are in the country illegally in California's neighborhoods and worksites.

There are an estimated 2.3 million undocumented immigrants living in the state, according to the Public Policy Institute of California (PPIC), a nonprofit, nonpartisan think tank.

"California's local law enforcement can not be commandeered by the Trump administration and used to tear families apart, undermine our public safety and wreck our economy", De Leon said. Kevin de León's original intent to offer sanctuary to most immigrants except those who committed the most heinous crimes. "But it will put a kink - a large kink - in Trump's perverse and inhumane deportation machine", De León said after Brown signed the historic bill.

The "Sanctuary State" provisions are set to take effect in California on January 1, 2018, while some cities, such as Los Angeles and San Francisco, have already passed similar measures.

In a statement released hours after the bill was sent to Brown's desk, Department of Justice spokesman Devin O'Malley said that "state lawmakers inexplicably voted today to return criminal aliens back onto our streets".

Brown went out of his way to write in his message accompanying his signature that the bill "strikes a balance that will protect public safety".

"The President will be laying out his responsible immigration plan over the next week", Huckabee Sanders said at Thursday's press briefing.
